The  APPLICATION FOR A MARKET OPERTOR LICENSE was made to NERSA IN TERMS OF THE ELECTRICITY REGULATION ACT, 2006 (ACT NO. 4 OF 2006) AS AMENDED. This licence will enable the MO to operate the systems that facilitate the trading of electricity or other energy commodities within a national energy market.

The SAWEM Code is a foundational regulatory framework that governs the operation of South Africa’s evolving electricity market. It plays a central role in the country’s transition from a vertically integrated utility model (dominated by Eskom) to a competitive, multi-market structure. Document published as of April 2024.

The Market Specification serves as a high-level blueprint for the implementation of a multi-market electricity model in South Africa. It is designed to:

  • Guide the development of the SAWEM Market Code
  • Inform stakeholders about the market architecture
  • Support the transition to a competitive, transparent, and efficient electricity market
